Role Summary:
The purpose of this role is to provide professional guidance (legal, technical and other applicable SHE standards) to all parties responsible for performing Works for and on behalf of Metro Fibre Networx (Pty) Ltd (MFN). Coordinate and monitor the implementation of MFN’s Health, Safety, and Environmental policies, procedures, standards and specifications. To ensure that MFN and its Contractors are legally compliant by monitoring contractor and internal Health, Safety, and Environmental (HSE) compliance, attend and report at safety meetings, and ensure statutory and regulatory compliance by conducting site compliance observations and audits
Responsibilities:
- Identify, priorities, and plan which sites to be audited and reported on.
- Assessing Health, Safety and Environmental (HSE) procedures and standards in place according to MFN specifications and legal requirements.
- Rectify non-compliance on site by identifying root causes and providing solutions to remedy findings.
- Consequence management of non-compliant parties through documented MFN processes and procedures.
- Conduct monthly safety file reviews and ensure Contractor’s compliance with legal and MFN specifications and procedures.
- Identify findings in reports and provide feedback to MFN management and contractors and other internal stakeholders
- Provide clear timelines for rectifying findings and follow-up. Issue non-conformance when required.
- Schedule monthly audits according to annual audit schedule with contractors
- Conduct audits in line with MFN audit protocol and identify findings and proposed actions to remedy findings and opportunities for improvement
- Compile audit reports and provide feedback to contractors and internal stakeholders on audit outcomes and contractor performance.
- Monitor contractor performance and work sites by conducting continuous site visits and HSE audits, compiling relevant reports for submission to the QA Manager and other relevant stakeholders.
- Escalate matters of continuous non-conformance to the QA Manager to deal with aspects in line with MFN’s Contractual consequence management protocols.
- Identify, prioritise and plan which kick-off meetings to attend.
- Ensure that all safety measures are in place as per MFN specifications, prior to the commencement of projects.
- Proactively identify hazards on the specific site conditions and communicate to contractor’s safety officer(s) or relevant project manager.
- Ensure that a site-specific safety file is compiled and available on site for compliance purposes.
- Supervise the regular inspection of firefighting as well as other safety and emergency response equipment, including but not limited to, harnesses, lifting equipment, ladders, fire extinguishers, first aid boxes etc.
- Assist in the development and implementation of emergency response procedures and evacuation plans for sites and offices. Ensure that these plans are reviewed and updated at least annually.
- Ensure the emergency plans are communicated to employees and visitors and update registers on training and induction.
- Ensure regular emergency response exercises and evacuation drills are conducted to ensure the highest level of preparedness in any emergency scenario. Maintain records of such exercises, providing recommendations for emergency response improvement initiatives
- Assist in developing all the required documentation, operational checks and reports for the HSE Management System to be aligned and compliant with ISO 14001:2018 and ISO 14001:2015 requirements, including measures for corrective and preventive action.
- Review and amend the organization’s HSE standards, specifications, policies and procedures annually, and make recommendations on amendments and possible improvements to applicable standards, specifications and procedures, as well as forms, registers and checklists.
- Monitoring the implementation of Safe Work Procedures, Instructions and protocols to determine opportunities for improvement.
- Provide training to employees and contractors on safe work and standard operating procedures and retain records of such training.
- Ensure measures and systems are in place to report, investigate and report incidents and accidents are in place and followed.
- Identify root causes of incidents and identify controls which may have failed and ensure corrective action.
- Draft root cause analysis and incident investigation close-out reports upon conducting incident close-out meetings.
Qualifications Requirements:
- Matric / Grade 12.
- National Diploma or Degree in Safety Management NQF Level 6
- Registration with South African Council for Project and Construction Management Professionals (SACPCMP)
- Must have valid driver’s license (Code B minimum)
- ISO 45001 & ISO 14001 or similar qualification / certification (advantageous)
Work Experience:
- A Minimum of 3 years' relevant experience in the implementation, monitoring and auditing of contractor Health, Safety, Environmental and Quality compliance
